This is a strategic initiative by the Brazilian government aimed at aligning national policies with the goals established under the Paris Agreement, an international accord signed in 2015 to limit the global temperature rise to 1.5°C above pre-industrial levels. According to Minister Marina Silva, the Climate Plan represents an "Ecological Transformation Plan," setting a new paradigm for Brazil's development model.
The Climate Plan supported the development of Brazil's new Nationally Determined Contribution (NDC), which outlines the country's mitigation and adaptation goals for 2035 under the Paris Agreement. Brazil has committed to reducing its net greenhouse gas emissions by 59% to 67% by 2035, compared to 2005 levels. In absolute terms, this translates to a reduction in emissions to between 850 million and 1.05 billion tons of carbon dioxide equivalent by 2035. Public participation is a vital part of this process. The Brazilian government has been conducting public consultations to encourage citizens to contribute suggestions to the construction of the Climate Plan, emphasizing the importance of inclusive and fair climate governance.
